International Journal of Scientific Methods in Intelligence Engineering Networks (IJSMIEN) is an International Refereed, Peer-Reviewed Open Access journal having e-ISSN: 2583-8113, published by the GSE Publications to promote High Quality Scientific Research Methods in Artificial Intelligence Engineering and Artificial Intelligence Technology.

The Ethics and Policies of IJSMIEN are made time to time to ensure the High-Quality Scientific Publications in Engineering & Technology, Public Trust in Scientific Research Findings, Innovations and Authors/People Receive Credit for their ideas.

Ethics: Breaking the Publishing Ethics Rules can badly damage reputation as a researcher, Academician, Contributors and even as a Publisher. It is therefore important to agree upon standards of expected ethical behavior for all parties involved in the act of publishing: the author, the journal editor, the peer reviewer, the publisher. The publication of an article in a peer-reviewed journal is an essential building block in the development of a coherent and respected network of knowledge. It is a direct reflection of the quality of work of the author and the institutions that support them. Peer-reviewed articles support and embody the scientific method. It is therefore important to agree upon standards of expected ethical behavior. International Journal of Scientific Methods in Intelligence Engineering Networks (IJSMIEN) strictly adopted the following publication Ethics, Best Practice Guidelines on Ethical Behaviour, Code of Conduct of:

  5. Publication Ethics and Malpractice Statement (PEMS) should adhere to.

If any misconduct found in Ethical Behaviour related to the submitted manuscript article or in published manuscript/article in IJSMIEN even after some years, the Editor(s) may need to seek clarification in this regard with the Author(s) and request them to supply a letter from the relevant institutional Ethics Committee or Board that approved the research or individual. The Editors will follow CORE’s Guidelines for Retracting Articles when considering retracting, issuing expressions of concern about, and issuing corrections pertaining to articles that have been published or COPE Flow Charts when dealing such a suspected misconduct. Editor (s) can also seek for Advices from experts to take appropriate steps in case of this type of allegations of misconduct occurs.

Authorship of the Article: Authorship should be limited to those who have made a Substantial Contribution to the Study Conception and Design, Data Acquisition, Analysis, Execution, interpretation of the Reported Study and Drafting or revising the Article/Manuscript for intellectual content up to Approval of the final version. The order of authorship should be ‘a joint decision of the coauthors. Individuals who are involved in a study but don’t satisfy the journal’s criteria for authorship, should be listed as ‘Contributors’ or ‘Acknowledged Individuals’. Examples include: assisting the research by providing advice, providing research space, departmental oversight, and obtaining financial support. The corresponding author is responsible for ensuring that the descriptions are accurate and agreed by all authors. Authors are expected to consider carefully the list and order of authors before submitting their manuscript and provide the definitive list of authors at the time of the original submission to the IJSMIEN  Journal. Any addition, deletion or rearrangement of author names in the authorship list should be made only before the manuscript has been accepted by the IJSMIEN. Only in exceptional circumstances, the Editor, IJSMIEN consider the addition, deletion or rearrangement of authors after the manuscript has been accepted upon request, Publication of the Manuscript will be suspended if the manuscript has already been published in an online issue by taking the letter of Agree from Authors.

Originality and Plagiarism: The Plagiarism takes different forms, from literal copying to paraphrasing some else’s work and can include: Reproducing a work word for word, in whole or in part, Research Materials, Processes, Tables, Equipment, Data, someone else’s ideas without permission and acknowledgment of the original source and an author’s own work in a paper, and resubmitting it for publication as an entirely new. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words then it should be appropriately cited or quoted. The IJSMIEN journal uses Crossref Similarity Check/Turnitin software Tools to detect the Plagiarism.

Data Access and Retention: IJSMIEN journal expect that all Authors will comply with their funder/institute requirements for Data Storage, and Recommend that, as a minimum, authors keep their original data for 8 years. Authors may be asked to provide the original raw data in connection with an article submitted to IJSMIEN for Editorial Review if necessary for proper evaluation of the manuscript before publication. If the original Data cannot be produced, IJSMIEN Editorial Team may decide to reject the article, or revoke its acceptance. Original Data must also be available for review by the journal after publication if concerns are raised. If the original data cannot be produced, IJSMIEN Editorial Team may decide to retract the article.

Multiple, Redundant or Concurrent Publication: The submission of the same manuscript to more than one journal concurrently is also considered to be unethical practice. An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Research Manuscripts/Article that describes work already published elsewhere will not be considered by the IJSMIEN. At submission, Authors should declare any previous submissions or publications that might be regarded as overlapping with the submitted manuscript. If redundant publication is attempted or occurs, IJSMIEN Editorial action will be taken, including probable rejection or retraction of the Manuscript/Article.

Acknowledgement of Sources: It enhances your credibility as a writer/Author. By carefully and accurately citing/Acknowledging your external sources in the text and by documenting them at the end of your Manuscript/Article you show your readers that you are serious about your subject, your research, and the argument which you are making in your paper. You demonstrate that you have studied your subject in sufficient depth, and by reading credible and authoritative sources. IJSMIEN suggest Proper Acknowledgment/Citation of the work of others must always be given and it helps you in avoiding Plagiarism. If the Acknowledge the Sources is not found in Manuscript, IJSMIEN Editorial action will be taken, including probable rejection or retraction of the Manuscript/Article.

Disclosure and Conflicts of Interest: All Author(s) should disclose information about any potential financial and non-financial conflicts of interest in a concise paragraph in the Acknowledgement Section of a Manuscript. If none, then state, ''The author(s) have no conflicts of interest relevant to this Article". All submissions to IJSMIEN must include disclosure of all relationships that could be viewed as presenting a potential conflict of interest. IJSMIEN Journal Editor(s)and Reviewer(s) have No Conflict of Interest in publication Process.

Fundamental Errors in Published Works: When an Author(s) discovers one or more significant errors or inaccuracies that change the overall results and conclusions of the Manuscript/Article, then the entire Manuscript/Article should be retracted, it is the author's obligation to promptly notify the IJSMIEN journal Editor or Publisher and Cooperate with the Editor to Retract or Correct the Manuscript/Article. The IJSMIEN journal will request an explanation from the Author(s) as to how the errors or inaccuracies occurred, and if not satisfied with the response given by the Author(s) then Editor may ask the Employers of the Author(s) or some other appropriate body to investigate, and particularly to consider the possibility of fraudulent behaviour. The IJSMIEN journal will make all reasonable attempts to ensure that such an investigation is carried out with due diligence.

Reporting Standards: Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the Manuscript/Article. A Manuscript/Article should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

Hazards and Human or Animal Subjects: If the work involves chemicals, procedures or equipment that has any unusual hazards inherent in their use, the author must clearly identify these in the manuscript. If the work involves the use of animal or human subjects, the author should ensure that the manuscript contains a statement that all procedures were performed in compliance with relevant laws and institutional guidelines and that the appropriate institutional committee(s) has approved them. Authors should include a statement in the manuscript that informed consent was obtained for experimentation with human subjects. The privacy rights of human subjects must always be observed.

Use of patient images or case details: Studies on patients or volunteers require ethics committee approval and informed consent, which should be documented in the Manuscript/Article. Where there is an unavoidable risk of breach of privacy -e.g., in a clinical photograph or in case details the patient's written consent, or that of the next of kin, to publication must be obtained. IJSMIEN Editorial Team will ask you to send a signed consent form before publication.

1. Peer Review Policy

International Journal of Scientific Methods in Intelligence Engineering Networks (IJSMIEN) is an International Refereed, Peer-Reviewed Open Access journal having e-ISSN: 2583-8113, published by the GSE Publications to promote High QualityScientific Research Methods in Artificial Intelligence Engineering and ArtificialIntelligence Technology.
The Peer Review System exists to Validate Academic Work, helps to improve theQuality of Published Research, and increases networking possibilities within ResearchCommunities. IJSMIEN journal operates a Single Blind Review Process. Allcontributions or submissions will be initially assessed by the Editor forsuitability/Originality for the journal. Manuscripts/Articles deemed suitable/Original arethen typically sent to a minimum of two independent Expert Reviewers in concernarea of Research to assess the scientific quality of the Manuscripts/Articles. TheEditor(s) is responsible for the Final Decision regarding Acceptance or Rejection ofManuscripts/Articles. Submissions will be considered by an Editor if not rejected bypeer reviewers, whose identities will remain anonymous to the Authors. If bothindependent Expert Reviewers Recommended the Manuscripts/Articles in theirReview Reports then Editor will take Final Decision regarding Acceptance or Rejectionof Manuscripts/Articles. In case if one Reviewer recommended and other notrecommended then the submission is summarily Rejected by the Editor or Editor maycall another Expert Reviewer(3rd Reviewer) to review the Manuscripts/Articles. If thisReviewer (3rd Reviewer) Recommended then Editor May Take a decision in favor ofAcceptance. But it is the Editor choice whether the 3rd Reviewer need to call or not.To keep the Standards of IJSMIEN Journal, Editor may or may not call for 3rdReviewer. After review of the manuscript by two independent experts, in addition to the views ofthe Editors, the Decision is relayed to the Author(s), which may be categorized as:

3. Article Sharing Policy

Sharing and Promoting your Article form an important part of Research, in terms offostering the exchange of scientific information in your field and allowing your paper tocontribute to wider scientific progress. In addition, bringing your Research andaccomplishments to the attention of a broader audience also makes you more visiblein your field. This helps you to get more citations, enabling you to cultivate a strongerreputation, promote your research and move forward in your career. IJSMIEN Journalsupports the STM Article Sharing Principles to enable research collaboration.Collaboration has always been essential to further research progress. Author(s) maychoose different sharing options for example: presenting your research in formssuch as a presentation, or poster at conferences, use of your article for your ownclassroom teaching and internal training at your institution, sharing Article for grantfunding purposes, sharing Article with your colleagues (and other individuals) inprivate communications such as email, posting your preprint on a preprint server, Onmy personal blog or website and posting your accepted author manuscriptimmediately to an institutional repository and make this publicly available. All types of Article sharing should be non- commercial. All Authors are recommended to useMendeley for your Article Sharing.

4. Article Withdrawal Policy

Only used for Articles in Press which represent early versions of articles and sometimes contain errors, or may have been accidentally submitted twice. Occasionally, but less frequently, the articles may represent infringements of professional ethical codes, such as multiple submission, bogus claims of authorship, plagiarism, fraudulent use of data or the like. Articles in Press (articles that have been accepted for publication but which have not been formally published and will not yet have the complete volume/issue/page information) that include errors, or are discovered to be accidental duplicates of other published article(s), or are determined to violate our journal publishing ethics guidelines in the view of the editors (such as multiple submission, bogus claims of authorship, plagiarism, fraudulent use of data or the like), may be “Withdrawn” from IJSMIEN Journal. So Author(s) can request Article Withdrawal within two days from date of submission without stating any reason.

5. Patient Consent Policy

Studies on patients or volunteers require ethics committee approval and informed consent, which should be documented in the Manuscript/Article. Where there is an unavoidable risk of breach of privacy - e.g., in a clinical photograph or in case details the patient's written consent, or that of the next of kin, to publication must be obtained. IJSMIEN Editorial Team will ask you to send a signed consent form before publication. Appropriate consents, permissions and releases must be obtained where authors wish to include case details or other personal information or images of patients and any other individuals in an GSE publications and its Journal IJSMIEN in order to comply with all applicable laws and regulations concerning the privacy and/or security of personal information, including, but not limited to, the Health Insurance Portability and Accountability Act of 1996 ("HIPAA") and other U.S. federal and state laws relating to privacy and security of personally identifiable information, the General Data Protection Regulation (GDPR) (EU) 2016/679 and member state implementing legislation, Canada's Personal Information Protection and Electronic Documents Act, India's Information Technology Act and related Privacy Rules, (together "Data Protection and Privacy Laws").

It is the responsibility of the author to ensure that:

  • Each individual, or the individual's legal guardian or other person with legal authority to act on the individual's behalf who appears in any video, recording, photograph, image, illustration or case report (or in any other identifiable form) is made aware in advance of the fact that such photographs are being taken or such video, recording, photograph, image, illustration or report is being made, and of all the purposes for which they might be used, including disclosure to GSE Publications and IJSMIEN or its licensees in any work or product. That individual, legal guardian or person with legal authority must give his/her explicit written consent. If such consent is made subject to any conditions (for example, adopting measures to prevent personal identification of the person concerned), Written consents must be retained by the author and copies of the consents or evidence that such consents have been obtained must be provided to GSE Publication and its Journal IJSMIEN on request.
  • The form of written consent complies with each requirement of all applicable Data Protection and Privacy Laws. Particular care should be taken with obtaining consent where children are concerned (in particular where a child has special needs or learning disabilities), where an individual's head or face appears, or where reference is made to an individual's name or other personal details.
  • In the case of a child, if parents or guardians disagree on the use of the images of that child, then consent should be deemed not to have been given and those images should not be used. It is also important to ensure that only images of children in suitable dress are used to reduce the risk of images being used inappropriately.
  • Even if consent has been obtained, care must be taken to ensure that the portrayal and captioning of the individual concerned are respectful and could not be seen as denigrating that individual.

   Special Considerations

  • Patients' and research subjects' names, initials, hospital or social security numbers, dates of birth or other personal or identifying information should not be used.
  • Images of patients or research subjects should not be used unless the information is essential for scientific purposes and explicit permission has been given as part of the consent. Even where consent has been given, identifying details should be omitted if they are not essential.
  • If identifying characteristics are altered to protect anonymity, authors should provide assurances that such alterations do not distort scientific meaning.

   Non-identifiable images

  • Formal consents are not required for the use of entirely anonymised images from which the individual cannot be identified- for example, x-rays, ultrasound images, pathology slides or laparoscopic images, provided that these do not contain any identifying marks and are not accompanied by text that might identify the individual concerned.
  • If consent has not been obtained, it is generally not sufficient to anonymise a photograph simply by using eye bars or blurring the face of the individual concerned.

6. Permissions Policy

As a general rule, permission should be sought from the rights holder to reproduce any substantial part of a copyrighted work. This includes any text, illustrations, charts, tables, photographs, or other material from previously published sources. To obtain permission to re-use content published by IJSMIEN journal write a email. The author bears the responsibility for checking whether material submitted is subject to copyright or ownership rights, e.g. Figures, tables, photographs, illustrations, trade literature and data. The author will need to obtain permission to reproduce any such items, and include these permissions with their final submission. Where use is so restricted, the Editor/Editorial office and Publisher must be informed with the final submission of the material. Please add any necessary acknowledgments to the typescript, preferably in the form of an Acknowledgments section at the end of the Article. Credit the source and copyright of photographs, figures, illustrations etc. in the accompanying captions.

7. Research Data Policy

IJSMIEN journal expect that all Authors will comply with their funder/institute requirements for Data Storage, and Recommend that, as a minimum, authors keep their original data for 8 years. If the original data cannot be produced, IJSMIEN Editorial Team may decide to retract the article. Contributors need to follow the below principles related to the Research Data.

  • Research data should be made available free of charge to all researchers wherever possible and with minimal reuse restrictions.
  • Researchers should remain in control of how and when their research data is accessed and used, and should be recognized and valued for the investments they make in creating their research data and making it available.
  • Expectations and practices around research data vary between disciplines and discipline-specific requirements need to be taken into account.
  • Enabling effective reuse of research data is a shared aim and all stakeholders should work together to pursue this collectively, to find efficiencies and avoid duplication of effort.
  • Platforms, publications, tools and curation services can enhance research data by improving their discoverability, use, reuse, and citation.

8. Open Access and Licenses Policy

International Journal of Scientific Methods in Intelligence Engineering Networks (IJSMIEN) is an International Refereed, Peer-Reviewed Open Access journal having e-ISSN: 2583-8113, published by the GSE Publications to promote High Quality Scientific Research Methods in Artificial Intelligence Engineering and Artificial Intelligence Technology. All Research Articles/Manuscripts published in IJSMIEN journal are fully Open Access that means immediately freely available to read, download and share. Articles are published under the terms of a Creative Commons License which permits use, distribution and reproduction in any medium, provided the original work is properly cited. Commercial use of Articles/Manuscripts published in IJSMIEN is strictly not allowed. A common misconception about open access publishing is that it is not peer reviewed. However, many open access journals adhere to the same strict review process as more traditional journals. Our Journal IJSMIEN Strictly a Peer Reviewed Journal follows well defined Peer Review Process as stated in its Peer Review Policy.

The terms “Gold Open Access or Hybrid Open Access" are generally used when there is an immediately available to read, download and share the Articles/Manuscripts which are published on the Journal Website with some publishing fee has been paid. But IJSMIEN providing Open Access under Creative Commons Attribution 4.0 International License without any publication or Open Access (OA) charges. The Articles/Manuscripts Published by GSE Publications in its journal IJSMIEN are Licensed under Creative Commons Attribution 4.0 International License CC BY-NC-ND 4.0.

Also IJSMIEN Journal follows some of Open Access Best Practice Guidelines of Open Access Scholarly Publishers Association (OASPA) which is collaborated with the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), and the World Association of Medical Editors (WAME) to identify the principles of transparency and best practice for scholarly publications. Once selected, Creative Commons user licenses are non-revocable. GSE Publication and Its journal IJSMIEN recommend author(s) check if their funding body requires a specific license.

9.Copyright, Grants and Ownership Declaration Policy

The Copyright Policy and the Transfer of Copyright from the Author are explicitly stated in the following agreement. The intent of this Agreement is to protect the interests of both IJSMIEN Journal along with its Publisher GSE Publications and Authors and to specify Reasonable Rights for both parties related to publication and Reuse of the Material. By submitting a Manuscript to IJSMIEN, the Author(s) agree with the following:

  1. The author(s) agree that the Article/Manuscript to be published in IJSMIEN is original, and that: all statements asserted as facts are based on author(s) careful investigation and Research for Accuracy; the Manuscript does not, in whole or in part, infringe any Copyright or violate any law of privacy or other personal or property right whatsoever; it has not been published elsewhere in total or in part; it is not being submitted and/or considered for publication in total or in part elsewhere; the Author(s) has full authority to enter into this Copyright Agreement and to make the grants contained herein. In reading this form, each Author Acknowledges that he/she participated in the work in a substantive way and is prepared to take public responsibility for the work.
  2. The author(s), in consideration of the Acceptance of the work submitted for publication, does hereby assign and transfer to IJSMIEN and for its publisher GSE Publications all of the rights and interest in and to the Copyright of the Submitted Article/Manuscript in its current form and in any subsequently revised form for publication and/or electronic dissemination.
  3. Warranties: The author(s) warrant(s) that the Article is the author’s Original work and has not been published before, in whole or in part, in any other English language or non-English language publication. The author(s) warrant(s) that the Article contains no libelous or other unlawful statements, and does not infringe on the rights of others. If excerpts from Copyrighted works are included, the author(s) has (have) obtained, or will obtain, written permission from the Copyright Owners and will credit the sources in the Article. The author will indemnify IJSMIEN and its Publisher GSE Publications against any costs, expenses, or damages that IJSMIEN and its Publisher GSE Publications may incur or for which IJSMIEN and its Publisher GSE Publications may become liable as a result of any breach of these warranties. These representations and warranties may be extended to third parties by IJSMIEN and its Publisher GSE Publications.

Financial Disclosure: By reading this statement, the Author(s) certify that any affiliations with, or involvement with (either competitive or amiable) in any organization or entity with a direct financial interest in the subject matter or materials discussed in the Manuscript (e.g., Employment, Consultancies, Stock Ownership, Honoraria, Expert Testimony, etc.) are brought to the attention of IJSMIEN and its Publisher GSE Publications.
  5. Copyright to the Unpublished and Original Article submitted by future Author(s),the Abstract forming part thereof, and any subsequent errata (collectively, the “Article”) is hereby transferred to the IJSMIEN and its Publisher GSE Publications for the full term thereof throughout the world, subject to the Author Rights (as hereinafter defined) and to Acceptance of the Article for publication in a volume of IJSMIEN by its Publisher GSE Publications. This Transfer of Copyright includes all material to be published as part of the Article (in any medium), including but not limited to tables, figures, graphs, movies, other multimedia files, and all supplemental materials. IJSMIEN and its Publisher GSE Publications shall have the right to register Copyright to the Article in its name as claimant, whether separately or as part of the journal issue or other medium in which the Article is included.

Transfer of Copyright:

The author(s) shall have the following rights (the “Author Rights”): All proprietary rights other than copyright, such as patent rights.

  1. The nonexclusive right, after publication by IJSMIEN by its Publisher GSE Publications, to give permission to third parties to republish print or online versions of the Article or a translation thereof, or excerpts there from, without obtaining permission from IJSMIEN and its Publisher GSE Publications, provided the IJSMIEN and its Publisher GSE Publications-prepared version is not used for this purpose, the Article is not republished in another journal, and the third party does not charge a fee. If the IJSMIEN by Publisher GSE Publications version issued, or the third party republishes in a publication or product charging a fee for use, permission from IJSMIEN and its Publisher GSE Publications must be obtained.
  2. The right to use all or part of the Article, including the IJSMIEN by Publisher GSE Publications-prepared version without revision or modification, on the Author(s)’web home page or employer’s website and to make copies of all or part of the Article, including the IJSMIEN by Publisher GSE Publications-prepared version without revision or modification, for the Author(s)’ and/or the employer’s use for educational or research purposes.
  3. The right to post and update the Article on free-access e-print servers as long as files prepared and/or formatted by IJSMIEN by its Publisher GSE Publications are not used for that purpose. If the author wishes the IJSMIEN of GSE Publications-prepared version to be used for an online posting other than on the Author(s)’ or employer’s website, IJSMIEN and its publisher GSE Publications permission is required;

If these conditions are met, copyright in the derived work rests with the Authors of that work, IJSMIEN and its Publisher GSE Publications will make no claim on that copyright. If these conditions are not met, explicit IJSMIEN and its Publisher GSE Publications permission must be obtained. All copies of part or the entire Article made under any of the Author Rights shall include the appropriate bibliographic citation and notice of the IJSMIEN and its Publisher GSE Publications Copyright.

By reading and understanding this Agreement, the Author(s), and in the case of a work made for Hire, the employer, jointly and severally represent and warrant that the Article is original with the Author(s) and does not infringe any Copyright or violate any other right of any third parties, and that the Article has not been published elsewhere, and is not being considered for publication elsewhere in any form, except as provided herein. If each Corresponding Author reads and agrees with the abovementioned, then their obligation is to make this information public to the co-authors as authorized agents for and on behalf of all authors who have the legal right to Transfer Copyright and that this Agreement and authorization is made on behalf of the same. The Corresponding Author(s) (and, in the case of a Work made for Hire, the signing employer) also represent and warrant that they have the full power to enter into this Agreement and to make the grants contained herein.
